I QUITE agree with your headline "Anti-litter fight losing impetus". Do any of the enforcement officers go on the bus stations? Many people drop their tickets or free papers without bothering.
Have they ever walked behind a postman? Have they noticed how many elastic bands you see on the pavements? Why can they not be recycled back at the sorting office?
I even suggested to the council that an area in bloom competition could be staged with encouragement from the council (ie, providing bags and gloves). We could have each district trying to tidy their patch up, with maybe incentives of bulbs to plant or planters. People really should take pride in their area. Could this be done through the area forums?
Keep on the good work by making people aware of how much litter is around.
