WITH reference to the Spirit of Sport sculpture to be sited on De Havilland Way, Horwich.

It invites the question on how much thought had Bolton Council given to the site for such a project. It will almost certainly distract drivers attention, and the proposed reduction of speed together with the two "intelligent" Toucan crossings is not the answer. The distraction will still be there.

The question must now be asked: "Who costed the £250,000 project?".

It is said the European Regional Development Fund and the North West Regional Development Agency provided the funds, with Bolton Council promising that no public money would be put into the project. Now they say that a shortfall of some £100,000 will have to be paid for by Bolton Council taxpayers. It appears that the council is inadequate in dealing with matters of this nature.

What does the council hope to achieve by consulting the public on the plans and given until September 19 to make their views known, when work is already in existence at a Yorkshire factory and the project expected to be in place by the end of the year.
