SIR: Does Horwich Council really want to be the first town in England to introduce a dog registration scheme - more bureaucracy?
We pay our Council Tax, we pay our Television Licence, we tax our cars, now do they want to penalise dog lovers and owners as well?
Why doesn't the Council do something positive for a change, like providing some dog litter bins around the park, putting up a few notices, and giving away a few poop-a-scoops at the public hall etc, after all, we are paying extra Council Tax for the pleasure of living in Horwich.
I personally carry a bag and clean up after my dog as do most of the other dog owners I know locally.
How is a dog registration scheme going to prevent fouling in public places anyway? And why doesn't the council implement the by-laws they already have concerning dogs? If a dog is picked up by the Dog Warden the owner has to pay £40 to get that dog back now, and fouling is already a fineable offence.
