SIR: Having been the unfortunate recipient of vandalism, burglary and theft in the recent past may I take advantage of your columns to suggest an inexpensive but effective method of curtailing the perpetrators.
It is obvious that the majority of petty crime is committed by young males. They create havoc and mayhem with impunity.
I would argue that serious problems require drastic remedies. No-one can argue that the situation has not reached epidemic proportions. The balance has got to be restored and I would, therefore, suggest the following remedy.
On conviction for repeated offences the offender should be fitted with a collar. This would be made of plastic with a built-in secure locking device. The collar would be of robust construction having a re-enforced core. It would be brightly coloured and about two inches deep.
The various offences would have their own colours.
I would estimate the collar, produced in sufficient quantities would cost about £50. This sum would be required to be deposited by the parent or guardian and would be forfeited should the collar be damaged.
And, before anyone starts shouting about the infringement of rights of the individual, what about the rights of the majority?
