LIBERAL Democrat leader Cllr Roger Hayes was making a serious point when he presented a lottery ticket to education chairman Cllr Don Eastwood.
Cllr Hayes wants people to know that education funding is a lottery and that some schools are in a critical state. He's right.
And as Cllr Eastwood pointed out, the situation is so bad that even if the education department won the £9 cash bonanza, schools would still be short of cash next year. It's a situation that needs addressing at government level.
