SIR: I was once told by a senior police officer that it was an offence to play football in the street. We have 'no ball game' signs on walls, which mean what they say, but still people - teenagers who have nothing to do - continue playing football in the street. Why?
The police, if they catch them in the act, can do something as well as just move them on.
But it's very frustrating to residents when no progress is made.
One wonders why we have these rules in the first place.
