BOLTON School has had another setback in its bid to set up a nursery in its own grounds.
Planning councillors have again refused permission for an 80-place unit for the under fives.
The independent school wanted to put up a two-storey building on land next to Dobson Road at Heaton.
The school said it would provide a new car park with 20 spaces and upgrade an exisiting 53-space car park.
But planning councillors turned it down because they still feared it would cause traffic chaos in the area.
Labour Cllr Michael Kilcoyne said: "This is an 80 place nursery where parents will be spending around 20 minutes a day dropping off their very young children and making sure they are settled.
"It is already very busy in the roads around the school and this will only make it worse."
His comments were echoed by his Labour colleague Cllr Mrs Prentice Howarth.
"Parents don't take any notice of the double yellow lines at the moment when they drop their children off."
The council turned down another application for a nursery last year at the other side of the school next to Tudor Avenue.
The school lost its appeal to Environment Secretary John Gummer.
