Westhoughton Town Council is hoping to twin with a town over the border in Yorkshire.
The council is to advertise in parish and community magazines for a town of similar size to forge community links.
The proposal was put to councillors by Westhoughton's new Mayor Cllr Brian Clare, who is eager for townspeople to be able to travel to a town within 'striking distance'. Cllr Clare said ideally the town would be about two hours drive away at most and of similar character, so that the people of the town, young and old, would be able to visit.
Links could also be established between sports teams, churches and other organisations, and the residents could attend each others civic and community functions.
"That's what twinning is all about," said Cllr Clare.
