SIR: Like John Walmsley (Bed of Roses: BEN, September 14), I suspect Bolton Council make up the rules as they go along.
When Grundy Street, Westhoughton, was redeveloped, the unadopted road from Grundy Street to the rear of my house was cut off to make a car park, despite an agreement made with the Council's solicitors and my solicitor to omit two parking spaces.
My deeds state that three yards from the kerb of the footpath behind my house was to be left for a public highway. So why has that not been left as a road for ever?
Bolton originally condemned the houses and bought land to build old people's dwellings, then changed their minds and sold out to a builder.
When building was completed, a representative of the builders told me Bolton Council were going to adopt the area. I have never been told if they have done so.
