A MASSIVE housing development in Westhoughton has been blocked by Bolton Council . . . for the second time.

Councillors last night refused planning permission for Redrow homes to build 128 homes on land at Edges Farm, Woodwards Road, Daisy Hill.

The scheme was previously refused planning permission in October 1995.

A Government inspector agreed with the decision after a public inquiry because he felt that the junction at Leigh Road could not cope with the traffic.

But he did allow a smaller scheme of 46 houses to go ahead and said that the site was suitable for the larger scheme if the junction could be improved.

Planning officers yesterday said that the junction proposals were now suitable. But furious Westhoughton councillors were adamant that the already clogged up roads in the area could not take the extra traffic.

Labour Cllr Peter Finch said: "I am still unhappy about this. The traffic in this area is already horrendous at peak periods.

"The type of homes being built here could have two or three cars each and Daisy Hill is already at saturation point."

Liberal Democrat Cllr David Wilkinson added: "There have been almost 1,000 new houses built in the Daisy Hill area over the last few years and this road network, which was built in the last century, simply cannot cope."
