SIR: I find it astounding to read in the BEN that Bolton Council have used a £3 million fund to protect, for some years, local authority workers from suffering reduced pay when staff have had to take lower grade posts as a result of their normal jobs becoming redundant. I am surprised that councils have powers to authorise such a policy; one which manufacturing industry cannot afford.
Small wonder that each year council tax increases, well above inflation.
