A 45-bedroomed extension at the Holiday Inn next to the Reebok Stadium at Horwich was being considered by Bolton's planning councillors today.
But council officers are recommending that planning permission should be refused because it would be too close to a brook near the site.
It is feared that the three-storey extension could increase the risk of flooding in the Middlebrook area.
Councillors will visit the site before returning to the town hall to make a decision.
