A CONTROVERSIAL plan to build a large steel plant on farmland next to the M61 in Chorley could go to an appeal.
Chorley Borough Council's planning committee was recommended to refuse the proposal when it met on Tuesday night.
But Bolton steel firm William Hare, which says the development will create 325 factory and office jobs, might well decide to appeal against the decision.
The plan for the construction on a grazing field at Disley Farm, north of Blackburn Road, has sparked mass protest from surrounding villagers.
