SCOTLAND and Wales should each have its own Prime Minister. There should be Scottish and Welsh Cabinets. And each country should have its own elected assembly, with wide powers. For each of the regions of England, there should be a bigger say in working out policy, through the setting up of Regional Councils. These are the chief recommendations on the Constitution made in a report today. But the Commission turns down the idea of complete self-government for Wales and Scotland.

WINTER closing hours of shops will come into operation on Sunday, Nov. 7th, and will continue until Saturday, March 5th, 1949. As in previous years, the Town Council have made an order fixing the closing hour at 7pm on Fridays and Saturdays, and 6.30pm on Mondays, Tuesdays and Thursdays. Hairdressers will close at 7pm each day (1pm on their weekly half-day) and 8pm on their late night, Friday.

IN one of the public thoroughfares of Horwich, which has also the merit of being circumscribed in dimensions and situated near the residence of a public officer, the ashpit was emptied and the contents thrown into the street. During the two nights which it has been allowed to dam up the road, and pollute the air, about three persons by coming too closely in contact therewith have carried home with them no pleasant recollections of the obstruction. On Thursday evening, a young man in going down the street found himself up to the chin in a pool of what he could scarcely imagine to be rose water; fortunately, however, his feet came into contact with something firm in the middle, or suffocation might have been the result.
