At times it seems just frittered away on projects which many people believe is not in keeping with the general consensus of the donors.
The public have little or no say into its use.
Would it therefore not be possible to have a printed list on the ticket with items such as health, education, sport, arts, leisure etc to be ticked on purchase of a ticket to give the public a say into what, so far, has been mystery hand outs by faceless people.
The ailing Millennium Dome and the £13 million given for the Churchill papers spring to mind while many crucial items, say in the hospitals, have to be acquired by the begging bowl method.
