A few years ago, parking charges were introduced at Horwich Leisure Centre.
This, we were told, was in the interests of security; the presence of an attendant would deter thieves and vandals, and it appeared to be vindicated when the BEN reported a substantial drop in car crime.
What a surprise, therefore, to find on a recent visit that my car would be watched over by a"pay and display" ticket machine.
Such is progress!
