THE government has published its proposals for commonhold and leasehold reform. A draft Bill and consultation paper has been issued, and responses should have now been submitted.
A key feature will be the introduction of the 'no fault' right to manage. This will enable flat owners greater influence over the management of their blocks of flats, meaning that more and more lessees become involved in the management process.
For managing agents, this presents yet another challenge. "It is up to us to ensure that our whole operation is oriented towards providing a good quality management service for flat owners who want to know that their homes are in good hands," explains John Nouch of Countrywide Property Management. "Property management is becoming an increasingly complex business. Managing agents must be able to communicate in such a way as to interpret difficult concepts, making clear recommendations based upon good practice and, above all, be transparent in their dealings."
