A DRIVE to revive a run-down part of Bolton has been hailed as an inspiration for similar projects across the country.
Regeneration minister Chris Mullin MP heard from residents of Oxford Grove how various partners have come together to transform the area.
He said: "I think what's happening in Oxford Grove is a model for the whole country. You can't just uplift an area by improving the housing because you end up pouring money down a black hole. You have to have the whole community on your side."
Mr Mullin, visiting the Octagon theatre yesterday to hear about pioneering North-west projects, heard residents describe how two years ago the area was in a "desolate" downward spiral.
Houses were shabby, community spirit was virtually non-existent and even those committed to the area were in despair.
"It got to the stage where it was so bad that my husband and I thought about moving away," said Oxford Grove Residents' Association chairwoman Joan Matthews. "Now the difference is marvellous."
Residents, the council, the area's largest landlord Portico Housing Association and other partners have worked together to put the heart back in the area.
Grants have been paid out to give homes a facelift, but the main emphasis of the regeneration thrust lies beyond bricks and mortar.
Achievements include the creation of the UCAN (Urban Care and Neighbourhood) Centre, an area base where members of the community can come together and the formation this year of the area's first ever residents' association.
"There's been a massive improvement in the whole area," said resident Leah Elcock. "We are all trying to fight the same battle for better living conditions."
Residents' association treasurer Christine Walsh added:"We feel as if we've been heard by the council. The change will take a long time but I've definitely seen an improvement."
