CHANGES to taxi rules which would stop Bolton drivers refusing to carry guide dogs are expected to be approved today.
Blind people say they have faced frustrating waits and even been stranded because some cabbies refuse to allow the animals on board.
The Government's Disability Discrimination Act already means black cab drivers cannot legally refuse to carry dogs.
Councillors were this afternoon expected to extend that rule to private hire cabs as well.
But they are being advised that the Human Rights Act means they must frame rules so that drivers can still decline to carry dogs for legitimate religious and health reasons.
