ON April 21 I went to Horwich Town Hall to renew my badge, parking by the disabled entrance on the side road, leaving my disabled clock on the dashboard as I took my badge in case the clerk wished to see it.
It took approximately 15 minutes to fill in the form for renewal and, when I returned to my car, I found I had just received a parking ticket. I am severely disabled with arthritis, walking very short distances only with great difficulty and the aid of two sticks. I produced my card to the officer and explained why I had taken it into the Town Hall. He apologised and suggested I go to the Parking Office in Bolton and fill in a "Challenge Form" explaining the circumstances, which I duly did.
On the form I explained there was nowhere within easy walking distance of the Town Hall where I could have parked.
Nevertheless on July 9(!) I received notification that the fine of £20 had to be paid as my car was parked incorrectly with only the time clock displayed.
