BOLTON Council has responded to complaints from traders saying Ashburner Street market is in decline.
Stall holders have said their livelihoods are under threat because of strict parking regulations and crippling rent.
A spokesman for the council said: "We understand the traders have concerns but we believe the market is very popular.
"We are working with the stallholders to help it stay that way.
"Money is being invested in it and we are working on improvement schemes and plans for the busy Christmas season.
"We also promote the market through advertising in other towns.
"Up to four coaches a day come with visitors keen to shop in Bolton. Busy days see a constant flow of cars using the car park which we feel is a healthy sign of the market's popularity.
"Revised parking charges, which include a 40p rate for the first hour, allow people easy access for a quick shopping trip.
"Rents for the daily stalls were increased by £2 in April, but this was the first rise in three years and puts the rents on a par with other markets in the area.
"We are looking at smartening up the building and seeking estimates for renovation."
