MR Dickinson does raise some valid points over the job done by our local council. I regularly travel through the town centre on my way to work and I can honestly say that if the population of our town was to see the mess that is left, especially at weekends by the good folk of Bolton, the front line staff who clean up after us would be in for a medal!

But Mr Dickinson seems to be unaware of the law. Under The Street Litter Control Notices Order of the Environmental Protection Act, fast food outlets and nightclubs are responsible for the mess they create and can be fined or made to clean up their own mess (i.e. flyers and pizza\kebab cartons).

The local authority has all the powers required to enforce this but chooses not to.

After ringing the environmental section of our council, I was informed they had eight enforcement officers to deal with this problem.

So Bolton Metro, tell us, the people of Bolton, why we pay so much council tax! The term institutional paralysis springs to mind.

The people of Bolton are sick of excuses, sick of the mess, and truly sick of being fobbed of by the people we elected to represent our views.
