CHESHIRE residents are likely to benefit from the lowest tax rise of any of the shires, council leaders claim.
The Conservative-run administration aims to deliver a council tax rise of about five per cent for its first budget.
Bosses said 31 out of the 34 shire counties in England are planning increases of at least seven per cent and more than half above nine per cent.
