AS a 'Blue Badge' holder, I have a great deal of sympathy with the countless numbers of disabled people who have 'fallen foul' of the parking regulations, not only in Bolton but throughout the country.
However, I must say, that if those people who have received fines for such offences as not displaying the badges correctly, or parking in places where they simply are not allowed to park, even with a Blue Badge, had read and familiarised themselves with the 'conditions of use' and the parking regulations related to Disabled Badge holders, then they simply would NOT have been issued with a ticket to begin with.
For all those disabled people who are badge holders, if you take a little time and trouble to familiarise yourself with the parking regulations, then you will not have to feel angry at the receipt of a parking fine, which was issued correctly by the attendants, who, after all, are doing a difficult job in difficult circumstances. Don't make their job any more difficult than it is. Read the rules, it won't take long, please. I had to!
