AS regards Bolton becoming a city.
It was my understanding that what "upgrades" a place from village to town is that it has an official, regular market (often by royal decree) and that the next step up, as it were, from town to city is when you get a cathedral.
You can't be a city if you don't have a cathedral. If Bolton has a cathedral, then it's entitled to call itself a city (what that says for Liverpool with two, I don't know)
