H AVING come within a whisker of losing control of Bolton Council, the Labour Party seem to have learned nothing. The same old leader, the same old deputy leader, the same old faces and the same old policies.
For all the world it reminds me of the last years of the Major government - carried along by events and making the best of it while it lasts.
