DEPUTY Prime Minister John Prescott has confirmed that voters may be given the chance to decide if they want regional government next year.
It means the North-west will be included in the first wave of areas to hold a referendum.
If people vote for the action, it means a directly elected regional assembly will be up and running within two years.
The legislation is expected to be introduced in part of the Queen's Speech next week.
