The mountains and moors of England are to be opened up to walkers under new government legislation.
Free access to the uplands is planned and the Countryside Agency is producing maps of "open country" which includes mountains, moors, heath and downland but not intensive agricultural land. The maps will designate areas where the public are free to roam and a draft map of North West England has already been produced.
