THE council are going to put car parking charges up again. Here are the places to shop where they encourage people to go: Atherton, Tyldesley, Swinton, Adlington, Culcheth, Birchwood, Walkden and Westhoughton.
If the council put a congestion charge on, like London, they will lose out on car park charges, as London will find out by the end of the year.
