COUNCIL taxpayers in Manchester face a rise of 5.2 per cent in their bills for the coming year. The rise is one of the lowest in the country and dispels the fears that the city's taxpayers would be saddled with a huge bill following last year's Commonwealth Games. Bolton's tax rise will be 8.5 per cent.
