THE appointment of Tony Birch as the new troubleshooter for Bolton's schools sounds like an excellent idea.
As strategic manager of school evaluation, he will identify where schools need support and how they score in terms of added value.
All of which sounds like a positive move away from evaluation by league table only, which always seemed unfair and over-simplified.
