THE Royal Bolton Hospital will be put in the spotlight at this year's Conservative Party conference.
The Tories say it has problems that many hospitals across the country are experiencing, such as under-funding, over-regulation and bureaucracy.
It will be highlighted during a morning forum at the conference on Tuesday, October 5.
Cllr Andy Morgan, who took part in a mini-documentary filmed at the hospital, said: "The Royal Bolton staff and managers are doing a great job under the constraints that they are working.
"The particular problems include under-funding of £14.3 million of the health economy in general due to a quirk in central Government budgeting.
"This is together with the fact that 21 per cent of patients using the Accident and Emergency department are from outside Bolton."
Bolton West Parliamentary Candidate Philip Allott will be addressing thousands of delegates after the footage has been shown at conference.
Mr Allott said: "No one can doubt the dedication and commitment of the hospital staff at the Royal Bolton. However Government bureaucracy means that for every doctor recruited in this country, the government appoints a further three administrators.
"When coupled with the under funding, this means that the people of Bolton are often not getting the level of service expected."
