Offenders could be hit by a fine if they ignore the law, as can newsagents who sell cigarettes and fireworks and off-licences which sell drinks to under-age people.
When they have been caught, why not publish their names in the paper, so parents will know the law breakers?
Our football area was a mess from people letting their dogs foul it. When people's names appeared in the paper and they were fined, lo and behold it is now free from dog fouling.
If a law has been passed, why are people given a warning so they can do it again?
