CONGESTION charges for traffic in Preston were being considered by councillors on Thursday.
The city's public transport and park and ride schemes are not reducing car use enough, council members were being told.
Cllr Alan Valentine claims more than 12,000 vehicles enter and leave the city every day - causing congestion, pollution and traffic delays.
He said he would urge officers to compile a report on a possible congestion charging scheme.
