I WOULD like to address the issue of Mr Aston having to take his bin to Raikes Lane tip, due to the binmen not emptying it, and then the council stating that (understandably) they have a responsibility to the Health and Safety at Work Act and, due to it being too heavy, the bin was not emptied.
Surely the council has a responsibility to provide a service that Mr Aston is paying for. So would it have been absolutely impossible for one of the binmen to lift the lid and take out a few items separately, to make the bin safe to empty?
Why can this not be a standard procedure? It would be a lot less hassle for everyone concerned!
