AS we are reminded, it is up to councils to decide the frequency of household waste collection.
However, this has to be often enough, and clearly, if rubbish bags are accumulating when they never did before, the council is failing to discharge its responsibilities and could be open to litigation.
I am all for recycling, but when it is done sensibly.
It seems to me that this present scheme will show itself up for what it really is: a mismanaged refuse collection service.
