Bolton Council is hoping for a second triumph at prestigious Race to Recycle Awards ceremony on Wednesday.
The local authority is aiming to beat the third place finish it achieved two years ago in a league table of the ten Greater Manchester authorities for collecting waste paper.
A prize fund of £45,000 will be shared among the winners, who will be announced by actor and TV presenter Tony Robinson at an event at Old Trafford football ground. The £9,000 won by Bolton in 2003 in the same contest was used to create a mini golf course in Egerton Park.
Cllr Roger Hayes, executive member for Direct Services at Bolton Council, said: "We hope to be in the top three winners as this will demonstrate the great recycling achievements on behalf of Bolton's residents.
"This is the sort of project which delivers real benefits to the community."
