PLANS for a recycling centre in Blackrod have been given consent at an appeal, despite opposition from some residents and councillors.
Haulage firm LD Cleworth, based at Blackrod Industrial Estate, off Scot Lane, plans to recycle commercial and building waste.
Bolton councillors had refused the application, amid concerns about dust, noise and traffic.
But a government planning inspector, Susan Holland, has now overruled that decision.
In her report on the appeal, she said: “At hours as early as 5.30am to 7.30am, and after 6pm, the movement of laden tipper lorries could prove disturbing to residents.
“Provided that conditions were imposed to limit those hours and the number of overall lorry movements, and to secure the noise insulation of the building to limit noise levels, I conclude that the appeal proposal would not materially harm the living conditions of residents.”
Wood, metal, plastic, glass and soil will all be recycled.
