Police seized a vehicle in Halliwell after checks revealed it has no insurance and the driver did not hold a licence.
Officers said that the vehicle was seized under section 165 of the Road Traffic Act.
A spokesman for GMP Bolton said: "The driver has been reported for the offences."
The car was placed on back of a recovery vehicle and taken away.
Bolton police officers have seized a number of vehicles throughout Bolton in recent times while investigating a variety of suspected crimes.

Police speed enforcement operation on Chorley New Road
Bolton police are also running Operation Classify which is designed to target drivers on ‘high-risk’ road routes in the borough.
This comes amid long running concerns about crime on the roads in Bolton and further afield across Greater Manchester in recent months including cases of car theft, dangerous driving, driving without licences and driving without insurance.
Police have also reported recent cases of drink driving and drug driving.
Officers have urged anyone with any concerns about crime or anti-social behaviour on the roads or otherwise in their communities to get in touch by calling 101 or 999 in the event of an emergency.
Alternatively, witnesses can also call independent charity Crimestoppers, anonymously on 0800 555 111.
