A fed-up Lostock resident says he was told his bin would not be collected within the set time after it was missed on a round - because he hadn't reported it within 24 hours.
Shoyab Patel, who lives on Chorley New Road, was left with an overflowing beige bin since July - which was collected on the day The Bolton New contacted Bolton Council.
He said he made a number of complaints about his bin being left uncollected.
Major changes were rolled out earlier this year including cutting paper and cardboard “beige bin” collections from every two weeks to every four weeks.
Shoyab said: “Our beige bins were supposed to be collected on the last Monday of August, which didn’t happen.
“Given the frequency of missed bin collections over the last few years and the appallingly poor service, I was already aware that the council publishes a list of missed streets on its website the following day.
“I checked the list, and all my neighbouring streets were listed as missed because of operational reasons and that they would return within 48 hours.
“These 48 hours passed and no collection materialised.

“I contacted Bolton Council over the phone and was shocked at the blatant disregard for the taxpayer. The feedback on the call was that although the streets surrounding mine had all been listed, my specific street wasn’t.
“What’s worse, because I didn’t contact them within 24 hours, they would not arrange for a collection but would instead log it as missed.”
Frustrated, Mr Patel logged a formal complaint with Bolton Council at the end of August.
After another missed bin collection in September, Mr Patel says the bins were left “completely overflowing” with cardboard, which the council are “unable to collect” if it is wet.
He said: “I have now been told that my bins won't be collected if the lid is open or any of the cardboard left at the side is wet.
“This is ludicrous given that the instructions to me are that a crew has been asked to come and collect the bins however, it could be anytime within the next five working days.
“How am I meant to keep the cardboard from getting wet?
“I don’t know what they expect, my bin’s full, it’s not been collected since July, of course the cardboard is now wet as my bin’s overflowing, what do they expect?”
“It’s a faff, I’m having to pile cardboard up in the house, it’s piling up all weekend, I don’t know whether to bring in the wet cardboard.”
“I can go to the tip, but why should I go out of my way, my time my money, when the council’s not doing their job for two months?”
On the day that The Bolton News reached out to the council for comment, the bins were collected, three days after their scheduled collection date.
