Traffic was stopped on St Peter's Way as emergency services were called to a concern for welfare.
Police, fire and ambulance attended the incident at around 7pm yesterday.
Vehicles were held on the A666 from Topp Way to the Raikes Lane junction on the southbound carriageway.
A spokesman for Greater Manchester Police said a man on a bridge and he was safely taken down.
A spokesman for Greater Manchester Fire and Rescue Service said: "We were called to St Peter’s Way/Bradford Street just before 7pm on Monday due to a concern for welfare alongside Greater Manchester Police and North West Ambulance Service."
Traffic was released within the hour.
