Highways officers have said they are monitoring the traffic management system in place as six weeks of roadworks take place in Bromley Cross after motorists raised complaints about the signage.
The Bolton News reported last week that there would be a six week road closures in place for resurfacing work to take place.
The work got underway on Monday, but has left motorists frustrated.
The works will see Darwen Road closed for a mile between Brierholme Avenue and Guild Street, and Turton Road closed for half-a-mile between Shady Lane and Oaks Avenue.
Motorists have told The Bolton News that the signage is confusing and is causing congestion and could result in an an accident.
The first issue these relates to the diversion sign which road users see as they head out from Bolton.
Drivers say this is leading to motorists driving onto Jethro Street, which is one-way, believing it is the diversion.
They are then forced to turn around on the narrow street.

Motorists unaware of the road closure on Turton Road say the filter lane turning right coming from Harwood it should be cordoned off as it is causing congestion as people try to move out of the lane.
One person frustrated by the diversion signs is Adrian Wood, who lives on a street next to Jethro Street.
Residents have placed cones on the street he lives on to prevent drivers who have taken a wrong turn from Bradshaw Brow.
He said: “Whoever has done the signs has been incompetent.
“We have tried to speak to the council about this.
“Cars have been coming up the road all the time.
“This morning we had a wagon coming up one way and a van coming the other and they just faced off against each other.
“People were complaining about potholes on Turton Road for a long time.
“I have moved my vehicle to get it out of the way.”
Sean Wilton, who lives in Belmont, told The Bolton News: "The filter lane turning right on to Turton Road should be closed off. Motorists are getting stuck in the lane and it could lead to a accident.
"This is really concerning and should be inspected. I tried ringing the council but was told to send an email. The work needs to be done and that I have no problem with, it is the signs which need looking at."
A Bolton Council spokesperson said: “We monitor how the traffic management is operating and make any alterations we consider necessary.
“We will look at the issues raised and provide additional signage if necessary.”
The spokesperson previously said: “The closures on Darwen Road and Turton Road are to enable the roads to be resurfaced.
“The works are being carried out during the school holidays when there is generally less traffic on the roads. The closures will be in force off-peak, from 9.30am to 3.30pm.
“Turton Road will not be closed at the same time as Darwen Road and vice versa.
“During the closures, access will be permitted to properties where possible. However, there may be times when people will need to wait until the resurfacing process has reached a suitable point near a particular property. The contractor will keep the residents updated as to when they will be in their vicinity as they progress the works.
“We expect bin collections to be carried out before the 9.30am closure is implemented. If collections are later in the day, the contractor will make every effort to accommodate waste vehicles.
“There are sections of Turton Road and Darwen Road which are simply not wide enough to allow traffic to pass the resurfacing works safely with regards the needs of both the road users and the contractor, which is why the closures are necessary.
“We apologise for the inconvenience these essential works will cause but there is no alternative way to carry them out.”
Official diversion routes see road users travelling on Blackburn Road through Astley Bridge and on to Crompton Way in order to avoid the disruption.
