A scheme to transform a family home into an eight-person guest house had been blocked over concerns about “unsuitable living conditions".
The plan would have seen the red brick two-storey house on Castle Street, The Haulgh, turned into a new guest house for “homeless families and vulnerable single adults".
The house would have provided long and short-term tenancies with room and board with cooking facilities.
A council report said: “Whilst the statement acknowledges that bed and board would be provided with use of cooking facilities, the proposed plans submitted does not show a kitchen or dining room nor are there details of set meal times or how food will be provided.
“The lounge provided would measure 11.2sqm which is considered small in size to serve as a dining/lounge area unlikely to contain all residents at one sitting and if the kitchen facilities were to be provided within this room it would be limited.
“It is therefore considered that the proposal does not demonstrate the services available with a guest house.”
Plans for the guest house had been put before the council on Tuesday, May 7 this year.
They had intended for on-site staff to manage the day-to-day running of the house and to work at cleaning the rooms.
But the council report said there was no formal arrangement with the proposed guest house owners to provide accommodation.
It said: “The planning statement also refers to working with Bolton Council to provide accommodation for homeless families and vulnerable single adults with short-term and long-term tenancies.

“It has however been confirmed by both parties that this is not a formal arrangement with Bolton Council.
“It is considered that the accommodation of long-term tenancies/residents not having a main home elsewhere are further indications of multiple occupation as opposed to guest house use.”
It added: “Taking into consideration above, it is considered that the proposal is not considered acceptable as it would provide unsuitable living conditions for the future occupants of the property and would not provide sufficient communal space, in particular kitchen/dining.”
Council announced that they had rejected the plans on Tuesday, July 2.
