An older couple living with disabilities say their green bin is routinely missed as they are not able to move it themselves.
Peter McGeehan and his wife Delia live at Makinson Avenue in Horwich and both have disabilities which limit their outdoor activity.
Peter, 76, and 80-year-old Delia have assisted bin collections where the bins are taken from the property directly as they cannot do this themselves, and taken up a slope from their garden to the bin lorry.
Peter said: "There have been several occasions when the system has failed and we have been left with capacity filled bins for long periods.
"I complained but no action was ever taken until I complained to the CEO Bolton Council.
"I threatened to go on hunger strike and then they saw me this time.
"They had not collected anything for six weeks for the green bin.
"We seem to disappear for the crew on the computer system and it happens so often."
The green bin holds garden waste and food, which attracts flies and other bugs.
Peter said: "I am limited and can’t do anything when bins are, and this makes it harder for me.
"It has a big effect and with green bin there is a problem with flies and it is terribly inconvenient and stressful as I have to keep ringing them.
"I am stressed and I am a carer for my severely disabled wife, so it keeps me stressed all the time as well."
The couple cannot get any help because someone moves their bin for them, they say that they will be taken off the system as they were able to move it.
Peter said: "They just do not care at all.
"Both the reporting system and the council's general complaints system have proven unfit for purpose.
"Neither of which have ever produced results in terms of rectifying the situation, either at the time, or in the period following such reports or complaints.
"After five weeks now of trying to get the green bin emptied and with a garden once again getting overgrown, we are at a loss as to how to get a local government officer to actually do his job and sort it out."
Local Cllr Ryan Bamforth said the issue was ongoing and not moving forward quick enough.
He said: "It is pretty shocking.
"But I am not happy with the service at it is and made my point numerous times.
"Unfortunately the reasoning given is not good enough and has been going on for far too long.
"The whole system at the moment is not working and does need drastic change."
