In 1972, residents in Halliwell saw £350,000 spent on developing the Brownlow Fold shopping centre.
Two years later, when this photograph was taken, shopkeepers were complaining that the precinct was in need of further investment as shoppers stayed away and an increasing number of properties were becoming empty.
Problems continued around Brownlow Fold until 1996 when the centre was demolished to make way for new homes.
