The managing director of a business attempting to gain permission to use a building for "industrial purposes" and to transform areas of their site has said they will work with the council to overcome the issue.

Mansell Building Solutions wants to change the use of a building at its business at Rigby House, Crown Lane, Horwich.

It wants to use it for industrial purposes.

It been used commercially, and is now being used for HGV deliveries, unloading of pre-manufactured steel frames, storage of frames and other materials and loading onto HGVs.

As well as this it wants to create 12 new car parking spots, storage and loading areas and install a three-metre high fence which was meant to be used for acoustic purposes.

The business first applied for a certificate of access to use the building for industrial purposes.

After this was declined it applied for retrospective planning permission.

But this was declined as the council said it was creating "unacceptable noise and disturbance to occupiers of nearby residential properties."

The company has said it is an "ethical family-run business" and will work with the council to resolve the issue.

Angela Mansell, managing director, said: “As a business that has operated proudly from the site since 2021, it’s disappointing that we’re now coming up against these challenges.

“This is a complex legal matter and we have been working closely with the landlord to support and navigate legal proceedings throughout.

“Requisite planning permission was obtained from day one and we have always adhered to the imposed day and time restrictions. What’s more, we’ve always ensured, along with the landlord, that our paperwork is in order.

“We’re an ethical, family-run business that has created hundreds of jobs for local people while paving the way for a better construction industry.

"Horwich and the local area are incredibly important to us and a huge focus of our social value policy.

"At all times we value our community and look to share our successes with it. We see our presence in the local area as a positive and have always shown a commitment to working in harmony with our local surroundings.

"We will continue to work with the council in finding a solution.”
