An appeal has been launched against the decision by Bolton Council to reject plans for two new homes on green belt land.
Nicola Woods sought permission to build new properties on land off Manchester Road, Blackrod.
The plans, which were submitted in October last year, would have involved two homes being built on a vacant site which is located between other houses.
The application had been for permission in principle.
The developer argued it would have added much-needed housing to Bolton.
A statement prepared by agents BDP Architecture said it was an acceptable development on the green belt.
It said: “The proposals are considered appropriate within the green belt, representing limited infill development within an existing built frontage in a village settlement.
“The site is deemed to function as part of the settlement of Scot Lane End and Blackrod, with the formal settlement boundary of Blackrod lying 500 metre off the site and a number of existing dwellings in the immediate surrounds.
“By virtue of the nearby facilities, including a primary school, shop and bus stops, the proposed development is considered to be located sustainably.
“It is considered a single dwelling that can be development which is in keeping with the street scene and character of the area.”
They also said it would deliver two much-needed new homes helping the council meet its housing delivery targets and support existing businesses and suppliers and contribute to the local economy.

However, the plans were rejected by Bolton Council.
In making a decision the planning officer stated: “The proposed development comprises inappropriate development in the green belt, and by virtue of its location and land use would cause significant harm to the openness of the green belt.
“The proposals fail to assist in safeguarding the countryside from encroachment.”
But now an appeal has been launched against this decision, meaning the developer will make a fresh effort to build the homes on the green belt.
