Neighbours are finding people are contaminating their bins when left out for collection.
Some have had to go to the tip as the bins cannot be collected and emptied in the usual way.
One resident on Back Mornington Road said she was ‘fed up’ of people contaminating her bin every other week.
She said: “It’s almost every week I’m going out to bring my bin in and people have dumped something in it.
“Usually, it’s a plastic bag with God knows what so I can take it out, but I shouldn’t even be doing that.
“Other times, I’ll find broken kettles and things like that which people clearly do not know what to do with.”
The back of Mornington Road in Heaton is full of over-flowing bins and rubbish is often strewn across the floor due to the issue.
Another resident on Beverley Road spoke about her beige bin being contaminated with cement, forcing her to take her bin to the recycling centre on Raikes Lane.
The beige bin is only for recycling paper.
She said: “I went to get my bins and the beige one felt heavy.
“I opened it and sure enough, someone had dumped lots of cement and brickwork in it.
“That was frustrating because I had no idea whose it was or where it came from, so I couldn’t give it back to them.
“I couldn’t also leave it there, because then the refuse collectors wouldn’t take it, so I had no choice but to go to the recycling centre, to dump rubbish someone else left in my bin.”
And this is not the first time for the resident, who says she often finds random things thrown into her bin a day before the collection date.
A spokesman for Bolton Council said: "Contaminated bins cannot be emptied as they can lead to the full load on the vehicle being rejected at the reception facility.
“When a bin is contaminated, the householder will need to remove the contaminated material and present the bin, uncontaminated, for emptying on the next scheduled day of collection.
“To avoid other people contaminating your bin, keep your bin secure within the curtilage of your own property where possible.
"Present your bin for collection on the scheduled day, no later than 7am and ensure that the bin is retrieved by midnight on the day of collection and stored securely.”
Other people have complained of bins going missing, with Jacqui Dixon’s beige bin not being found since Christmas on Rushton Road.
She said: “I didn't report it straight away as I wondered if someone had mistakenly taken it in, however after the next two collections, and searching around the streets to see if I could find it – nothing.

“I called the council for a replacement only to be told there would be a charge.
“I explained that I shouldn't be responsible for paying for a replacement if either A) it's been stolen or B ) the wagon 'ate' it!
“Not sure which, but we now share our neighbour's bin or like this morning go to the tip if we have too much.
“It really annoyed me at the time of calling the council.”
