Bosses of a care home company who have bought a property have hit out at the council for refusing to provide free bins amid fly-tipping and rat concerns.
The house on Malton Avenue in Deane is to be transformed into a children's home for four people and the nearby area has been badly affected by fly-tipping.
But bosses at Pike View Care say when they approached the council to ask for the usual four range of bins, they were denied them and told they would have to pay money for them.
Director and registered manager of Pike View Care, William Ingham, said: "It is quite difficult, you need bins and there are rats all over the place and people fly-tipping everywhere.
"We will have inspections, but what would they think if they see rats?
"But if you see how this home was before, you won't believe the transformation. Where there is now a clear yard, there was rubbish up to the window."
Another director at the company, who wished not to be named, said: “The property was ridden with rats and we have taken it on. We have no bins, it is a big massive property.

“The council refused to give us one under any circumstances unless we pay for one. It is an area known for fly-tipping.
“We pay full council tax on two properties and this one is quite expensive."
He added: “I do not know what we are paying for apart from a bin.
“It is ridiculous, people are throwing bins in the back street."
The resident of the house next door said: "I am just glad someone has got it.
"People were dumping there for the last five years.
"I had rats in my attic."
In response, a council spokesperson said: “Our policy is to charge for the delivery of bins to any property where bins have gone missing.
“On this occasion, the resident was offered bins but refused to pay the required administration and delivery fee.
“When there is a change of use to a property, we review the bin allocation as necessary.
“Our policies can be found on our website.”
