The attack happened yesterday just after teatime in Breightmet.
One dog died in the attack and the other has been contained, and say police, will be seized.
Police were called to the incident at around 6.45pm (Wednesday November 29) on Monks Lane.
At this time there are no further injuries, and enquiries are ongoing to identify the owner.
A spokesperson for Greater Manchester Police said: “At 6:45pm this evening (Wednesday November 29) Greater Manchester Police were called to reports of a dog attacking another dog on Monks Lane, Bolton.
“Police attended the scene; one dog is deceased, and the offending dog has been contained and will be seized.
“No further injuries have been reported at this stage.
“Enquiries are ongoing to identify the owner.”
Ward councillor Cllr Adele Warren says it is always sad when a dog loses their life, and she has urged all dog owners to ensure they are responsible.
She said: “It’s really important that if you own a dog that it is under control, and that’s what being a responsible dog owner is about,
“As a dog owner I do understand how difficult it can be.
“Accidents can happen when you take your dog out, but we have to make sure we are keeping other people and dogs safe.”
